ABSTRACT
The background of this research is the existence of abuse of area utilization resting location jalinsum District Batu Bara. Such abuse is the establishment of illegal buildings without the permission of the government as well as the stalls of the traders that serve as a place of prostitution. So the research aims to find an alternative method in the handling of the existence of the merchant services provider PSK and actors PSK these. The research method used is qualitative with the subject of the research traders who provide the services of Prostitutes, actors PSK and the government. Data collection was done through interview and observation. The results of the research show that up to this time there are still traders who provide services for the PSK on the location of a shop or café them. The government has made various efforts in dealing with the existence of the merchant services provider PSK and actors PSK but still have not been able to eliminate their existence. As for the factors driving they engage in the practice of prostitution is the economic factors (deficiency in the fulfillment of the needs of life). The government is already doing demolition on some of the stalls located in the location of research. Model development is still done on the model of the communicative, that will give a lecture and a warning about prostitution. The suggestion in this research is needed a model of collaboration in the handling of the existence of the service provider PSK and actors PSK di jalinsum Coal. A collaboration Model starting from the data collection, the application of Regulation or legislation, guidance (rehabilitation, the addition of the ability and knowledge) and empowerment (giving the guarantee of well-being).
